Earlier this year, Homes England appointed Keepmoat to create the Reserved Matters application for Brislington Meadows. We are a house-building company with a strong commitment to the City of Bristol and extensive history of delivering new homes in the city and wider region.
We specialise in transforming sites into sustainable, vibrant communities that are well designed, high quality and provide multi tenure homes. that our extensive house-building record is based on respect and transparency, tailoring our services to meet customer needs. We have an established partnership with Homes England and are delighted to be working on the Brislington Meadows proposals.
The Reserved Matters application is for the detailed design of the scheme’s appearance, landscape, layout, and scale. Homes England’s Outline Planning approval included set parameter plans and design codes, which govern our Reserved Matters application.
We have now submitted our Reserved Matters Application to Bristol City Council. You can find details of the planning application on the Council’s planning portal website under the reference, 25/14849/M.
The site was allocated for housing by Bristol City Council in its 2014 Local Plan and in response to the housing need crisis in the area and city. Homes England was specifically brought in by Bristol City Council to help deliver housing here. With the principle for development at Brislington Meadows established by the Outline application, this consultation is not about whether there should or should not be development at Brislington Meadows.
Keepmoat is committed to delivering an ecologically-responsible scheme. We have expert ecologists working on the team and have committed to achieving a 10% biodiversity net gain. We believe the proposals positively to respond to the housing crisis and climate emergency but also, through careful management, the ecology emergency too.
We are aware of the concerns from local residents about the natural assets of the meadows and are committed to a design that celebrates this. Brislington Meadows will be a truly landscape-led development, thoughtfully planned around the existing natural features and topography of the site.
Expert ecologists and survey data will guide our plans, ensuring that the neighbourhood we create retains and creates valuable and diverse habitats. We will protect as many existing hedgerows and trees as possible, as well as planting additional trees and new wet meadows. We are committed to delivering a 10% Biodiversity Net Gain.
55% of the land will be designated green space, and the scheme provide a variety of landscape open space for people to enjoy.
At Outline Planning, the development of 260 new homes, with a mix of housing types, was approved.
Yes, 30% of the homes will be designated as affordable to help address Bristol’s housing crisis.
Our development will have a contemporary approach, featuring a variety of building heights (mostly 2 storeys), active street fronts, to create an attractive and welcoming environment. The development will be built according to seven-character codes, which take into account the varying character and natural assets of the site into the style and layout of the homes.
Significantly, the majority of these homes will be between two to four bedrooms, catering the need for high-quality family homes for local people which many ongoing schemes in the city fail to address.
No, our development will focus on medium-density housing, including a range of terraced, semi-detached and detached homes to provide essential housing for local families, and mid-rise apartment buildings rather than high-rise towers.
Brislington Meadows will contribute over £22 million of social value input into the local area, with an emphasis on employing local businesses and labour in the construction process and beyond. We will also work closely with local businesses to generate opportunities through this development, including actions like helping promote local gyms and fitness centres to new residents. This scheme promises to help local businesses thrive, drawing more customers into the local town centre for shopping and spending.
Keepmoat has a dedicated Social Value Manager, Lainey Noakes, who will work closely with local people and businesses to create a Social Value programme. Actions proposed in this include careers fairs focusing on Future Homes Standard, promoting construction and employment opportunities and securing local labour, and holding events for local residents to talk about the local area and history.
Lainey is looking forward to speaking to you at the consultation event, but can also be contacted separately by residents and businesses in the area.
Brislington Meadows is ideally located with strong road, cycling, and walking connections across Bristol. Our plan includes thoughtful proposals to enhance accessibility, safety, and connectivity:
Funding contributions, known as Section 106 obligations, have been made in agreement with Bristol City Council to enhance public transport infrastructure. These may include bus stops, secure cycle storage, and potential upgrades to transport services.
We know traffic congestion is a real issue in Brislington and Broomhill, and relying on a car can be frustrating. Brislington Meadows is therefore designed to encourage walking, cycling, and public transport over private car use for short journeys. Brislington Meadows’ convenient location also encourages the use of public transport into the centre of Bristol, which the proposals will fund improvements to.
By funding public transport improvements, creating safer cycle routes, and adding new pedestrian links, we’re helping everyone spend less time stuck in traffic and more time enjoying their neighbourhood.
While our development will make it easier and quicker to get around sustainably, there will be parking for Brislington Meadows residents, provided in accordance with Bristol City Council’s parking standards.
For the Reserved Matters application, we held a two-month consultation to hear from local residents, businesses and other stakeholders about what they would like to see in our detailed plans for Brislington Meadows. With the principle of development already established through the Outline application, this consultation focused on gathering feedback on the design, layout, and character of the new neighbourhood, helping to ensure our proposals reflect the aspirations of the local community.
Our consultation ran from 1 July to 1 September 2025. We would like to thank everyone who took part in the consultation; your feedback was invaluable in helping us finalise our plans.
We have now submitted our Reserved Matters Application to Bristol City Council. You can find details of the planning application on the Council’s planning portal website under the reference, 25/14849/M.
